WEBINAR: How Morocco’s Justice Model Can Guide Yemen’s Future
Morocco’s path towards democratic transformation has connected two key elements: transitional justice and restructuring institutions. Through inclusive, multilateral discussions, the country provided reparations to victims and reform laws and systems.
Join experts from Morocco and Yemen in exploring lessons from Morocco’s transitional justice experience to understand how justice, accountability, and social cohesion are also possible for Yemen, even amid ongoing violence. We will discuss:
▶ Key lessons from Morocco’s Equity and Reconciliation Commission, including achievements and limitations.
▶ Truth-seeking, victim recognition, and reparations mechanisms, with a focus on how Morocco addressed past human rights violations.
▶ The role of civil society in advancing transitional justice, documenting abuses, supporting victims, and influencing reform processes.
▶ Challenges of accountability and institutional reform, including the impact of limited implementation of recommendations and continued impunity.
▶ What Yemen can learn from Morocco, exploring how successful approaches can be adapted while avoiding shortcomings to support peacebuilding, justice, and reconciliation.

We will be joined by Elmostapha Boujaabout (Director of the Moroccan Center for Transitional Justice and the Study of International Reports), Abdelhak Moussaddak (Member of the Committee for Monitoring the Implementation of the Equity and Reconciliation Commission Recommendations, Morocco), Hooria Mashhour (Former Minister of Human Rights in Yemen and Advisor to the Yemeni Center for Transitional Justice), Adel Dashila (Researcher in Translational Justice, Sana’a Center for Strategic Studies), Linda Al Obahi (Senior Advisor on Political Affairs and Mediation, Peace Track Initiative Organization & Seminar facilitator).
Organized by the DT Institute SPARK (Support Peace in Yemen Through Accountability, Reconciliation, and Knowledge Exchange) program, this webinar is conducted in partnership with Peace Track Initiative (PTI), SAM for Rights and Liberties and Abductees’ Mothers Association. The event is held under the Transitional Justice Ambassadors Forum and in collaboration with the Justice4Yemen Pact Coalition.
